PLGC Meeting Etiquette

Most of us have not given much thought to Parliamentary Procedure for a long time... perhaps a class
in high school. This is a brief summary to help refresh our memories.

  • The Chair will call the meeting to order.

  • Members shall speak when recognized (by name) by the Chair.

  • Members shall stand to speak when recognized by the Chair.

  • Only one member shall speak at a time, after being recognized by the Chair

BASIC STEPS IN PRESENTING A MOTION

  1. To present a motion, a member must first stand and be recognized by the Chair (by name).

  2. State the motion (just necessary information) beginning with "I move that..."

  3. To continue with the motion, another member must be recognized by the Chair to second the motion. If no member seconds the motion, it will not be discussed. (The member who seconds a motion indicates that he/she wishes to hear and discuss the motion, not necessarily that he/she is in favor of the motion.)

  4. If a motion is moved and seconded, the Chair will so state and discussion will continue, beginning with the member that made the motion.

  5. The Chair will call for a vote upon completion of discussion. The Parliamentarian and Chair will not vote.

  6. The Chair will announce results of the vote, and may vote to break a tie.
